The memory chip shortage has evolved from an internal manufacturer's struggle into a direct driver of retail pricing. The situation has reached a critical juncture where even Apple, despite its immense supply chain leverage, was forced to officially hike the price of base iPhone models in Japan by 10%. This price surge has acted as a catalyst, driving consumer demand sharply toward the refurbished segment.
According to data from Back Market, sales of pre-owned iPhones in Japan saw an exponential surge in late July, growing 140% year-over-year. This rapid momentum is driven not only by pricing pressure but also by the unique nature of the Japanese market: devices are traditionally maintained in pristine condition, making a used smartphone virtually indistinguishable from a new one. The economic incentive becomes undeniable when a refurbished 256GB model costs nearly 20% less than its new counterpart.
Of particular note is the success of the 2022 iPhone SE, which has become the most coveted device on the secondary market. Its price has plummeted nearly threefold since its debut, positioning it as the most accessible entry point into the Apple ecosystem. Simultaneously, there is steady demand for more recent generations, such as the iPhone 14 and 15.
Behind this consumer shift lies a brutal cost calculus. Experts at Fomalhaut Techno Solutions estimate that procurement costs for memory in flagship models have more than tripled over the past year, jumping from $60 to $200 per unit. In the Japanese market, this is further exacerbated by the yen's depreciation, which inflates the cost of imported goods. Consequently, Japan's smartphone secondary market—which stood at 3.6 million units last fiscal year—is projected to grow to 5 million units by 2029.
A global regulatory shift is also playing a pivotal role. The European Union and the United States are actively implementing "Right to Repair" legislation, requiring manufacturers to provide access to parts and services at reasonable prices. This effectively extends the lifecycle of electronics and creates a sustainable foundation for the resale market.
The memory shortage has not only impacted individual consumers but has also rippled through the enterprise sector. A similar trend is emerging in server hardware: cloud providers and system integrators are increasingly relying on pre-owned components. A prime example is a major Japanese provider that procured 500 used memory modules while retaining the original manufacturer's warranty, reducing its procurement budget by nearly a third.
The practice of utilizing refurbished server systems is becoming standard even for organizations like Kyushu Hitachi Systems, where pre-owned hardware is deployed in test environments. In these instances, it is not merely a matter of cost savings, but a critical factor of time. With the acute shortage making lead times for new equipment prohibitively long, the use of verified pre-owned components has become the only viable way to maintain project schedules.
