Airbus’s Quest for Technological Sovereignty

Aerospace titan Airbus has embarked on a sweeping migration of its most sensitive data, moving 70 mission-critical applications from Amazon Web Services (AWS) to Scaleway, a French cloud provider. This transition encompasses the very "nervous system" of modern industrial operations: Enterprise Resource Planning (ERP), Manufacturing Execution Systems (MES), Customer Relationship Management (CRM), and Product Lifecycle Management (PLM).
The selection of Scaleway was far from arbitrary, nor was it driven solely by cost optimization. Instead, the decision rests on a combination of a competitive technology stack and flexible commercial terms that allow a local player to effectively challenge the dominance of global hyperscalers. Furthermore, the partnership entails deep integration; Airbus will essentially influence Scaleway’s product roadmap, tailoring cloud services to the exacting requirements of the aerospace industry.
It is important to note that this shift does not signal a wholesale retreat from American technology. Approximately 900 applications remain hosted on AWS, including the Skywise aviation data analytics platform and the Case Management Assistant for technical queries. Consequently, Airbus is implementing a hybrid model: general-purpose services remain on global platforms, while strategically vital industrial and defense data are relocated within a secure European perimeter.
The primary catalyst for this process has been the pursuit of "digital sovereignty." The central risk here is the U.S. Cloud Act, which grants the American government the authority to request access to data stored in U.S.-owned data centers, regardless of whether those servers are physically located outside the United States. Amid escalating geopolitical tensions and the volatility of Washington's foreign policy, such extraterritoriality has become untenable for companies handling government defense contracts.
Efforts by Amazon, Microsoft, and Google to convince European clients of their ability to provide "sovereign clouds" frequently collide with legal realities. A telling example occurred in a French court, where a Microsoft representative effectively admitted that guaranteeing absolute digital sovereignty within the corporation's current structure is impossible.
The trend seen with Airbus mirrors a wider systemic pivot across the European Union. This drive toward self-sufficiency is manifesting not only within private corporations but at the state level as well. The EU is actively discussing the concept of an "EU OS"—a pan-European operating system based on Fedora Linux designed to replace Windows in government agencies. Similarly, the French government plans to migrate a portion of its public sector hardware to Linux to minimize reliance on proprietary American software.
Ultimately, the Airbus case is more than a mere technical migration from one server to another. It is a manifesto for technological autonomy—a declaration that data control has become as critical a component of security as the physical protection of manufacturing plants or the secrecy of blueprints for next-generation aircraft.
